Dear Colleagues,

It is a privilege and honour to host IRACON-2010 at Bhubaneswar - one of the fastest growing and hospitable cities of the country. Bhubaneswar is extremely pleasant in November and popularly known as the Temple City. It has a large number of historical monuments dating back to 300 BC. The famous Sun Temple of Konark, the pilgrimage centre of Puri and Bhubaneswar forms the Golden Triangle of tourism. We wish to make this conference a genuine meeting ground of knowledge, wisdom and experience, amidst sylvan surrounding without much fanfare. We also wish to make some changes in the format of the scientific sessions to make it different from the earlier conferences and to add novelty to the proceedings. Science can at times be too tedious when attention is focussed, as it happens during long scientific sessions. Bhubaneswar is a treasure trove of heritage sites and will be a happy hunting ground for the connoisseurs. There are wonderful places to visit nearby, which will provide physical and mental relief.
